OPEN ENROLLMENT / CHOICE APPLICATIONS FOR 2024-2025 SCHOOL YEAR WILL BE ACCEPTED FROM JULY 15th - JULY 31st.

NAPAVINE SCHOOL DISTRICT WILL NO LONGER BE ACCEPTING PAPER APPLICATIONS - YOU MUST APPLY ONLINE THROUGH OSPI'S CHOICE TRANSFER REQUEST PORTAL (CTRP) . ONCE YOU SUBMIT YOUR APPLICATION, YOU WILL BE CONTACTED FOR FURTHER INFORMATION IF NEEDED AND/OR ONCE A DECISION IS RENDERED. IF YOU DO NOT HAVE ONLINE ACCESS, YOU MAY VISIT THE DISTRICT OFFICE FOR ASSISTANCE.

Consistent with Chapter 28A.225 RCW, any student who resides outside the district may apply to attend a school in the district or file the parental declaration of the intent to provide home-based instruction and enroll for ancillary services, if any. All applications for nonresident attendance or home-based instruction will be considered on an equal basis.

A nonresident student who wishes to attend a school in the Napavine School District must submit an approved release form from their resident district. The application must be submitted to the Superintendent’s Office and will be date and time stamped upon receipt. If the student is new to the Napavine School District and has attended a school previously, a completed student background form, attached below, which is required. Non-Resident students applying for admission, will be reviewed and acceptance or rejection notices issued twice during the school year: last full week of August and second week of January, but in no event later than 45 days from receipt. The open enrollment period to accept applications will run from July 15th through July 31st for the next school year’s acceptance and December 2nd through December 16th for the current school year’s acceptance. Any applications received outside of the enrollment period will be considered ONLY if there are non-resident openings available. All requests will be reviewed and evaluated annually using the following criteria, and all accepted student are subject to termination of acceptance if the conditions set forth in these criteria no longer are met:

  1. Capacity exists at the building, program, grade level and/or classroom as determined by the district at the building in which the student desires to be enrolled.

  2. Specific school features as reported by the principal to the superintendent and/or designee.

  3. The availability of a program at a school to meet the educational needs of the student.

  4. Whether approval of the application would result in the district experiencing a financial hardship.

  5. Whether the student has been expelled or suspended from a public school for more than ten (10) consecutive days.

  6. Whether the student has maintained a satisfactory attendance record, whether the student has maintained adequate academic progress (for example, no classes failed), whether the student’s disciplinary records indicate a history of convictions for offenses or crimes, violent or disruptive behavior, or gang membership.

If an applicant is otherwise eligible to attend Napavine School District but available space in a building, program, grade level and/or classroom is not sufficient to accept all applicants, applications will be prioritized in the following order:

  1. A student continuing enrollment at a site or in a program or a student who has completed their junior year of high school at Napavine High School in the prior year.

  2. A student whose siblings are enrolled at the same site.

  3. Following application of items one (1) and (2) above, applications will be prioritized based on the date/time of the request on the form received by the Superintendent’s office.

STEPS & FORMS TO COMPLETE (Every Year)

  1. Submit Release Form to Resident School District via OSPI's online portal.

    • If new to the Napavine School District and have attended school previously, submit student background form to Resident School District (Student Background Form).

    • If requesting to Choice IN to Chehalis or Adna School District, submit the New Student Choice form in addition to the online portal.

  2. Forms must be received by during the open enrollment window (we suggest submitting the forms to the resident district one week before the open enrollment window).

  3. Written notification will be mailed out from the Napavine School District within 45 days of receipt of the request within the open enrollment period.

  4. If accepted, you must go to the school (Napavine elementary or high school) and fill out all required enrollment papers and submit required documentation.

INTENT TO HOMESCHOOL

Any family planning to provide home-based instruction in lieu of attendance or enrollment in a public school, approved private school, or an extension program of an approved private school must file an annual declaration of intent to do so annually by September 15th or within two weeks of the beginning of any public school quarter, trimester, or semester with the Superintendent's District Office of the student's resident home district.
